After decades of civil war in Sudan, the Autonomous Government of Southern Sudan was formed by the Comprehensive Peace Agreement in 2005. The capital is Juba. Southern Sudan has a population of approximately 12 million people, many of whom have become Christians during the civil war period. Much of Sudan's oil reserves are in the southern area. Social infrastructure is relatively poor, with very limited provision for health care.
Sudan has presidential elections in 2010, followed by a referendum in 2011 for the people of Southern Sudan on whether they wish to become fully independent. Few people in Southern Sudan have experience of modern democracy and civil administration. Much rebuilding and development is now needed at all levels.
